I have a pretty good grasp of English and this is nonsense. I'd have to take a guess at what it means.
The previous verse before that states those who turn on their backs you can kill them..then this verse states except for these people. ie. people who belong to a people you have allegiance with or people who don't want to fight you but rather want peace.
So it says basically there is no allowing you to kill people who leave Islam and don't want to fight you and are a peace with you.

Religion is part of their identity, but their motives are politically fueled more then religion.
