What OP proposed we cannot ever consider, not even in the most desperate of times.
However one must wonder what can we do about the injustices that happen daily in some eastern countries (where secularism isn't a thing but once was 1000 ago) such as lack of freddom of speech, ethnic cleansing, homophobia, violation of women rights and all the sorts of discrimination.
Do we sit still and do nothing hoping the problem goes away, do we invade under some false pretext just so most of the population opposes and rejects change, do we use the tools that are available as some sort of propaganda to promote the change...?
But again lack of education and a deeply flawed set of values are gunpowder that religion quickly ignites.
