Ah, so you get in trouble if you make a frivolous report, but you can't know if it's frivolous until the mods rule on it. Nothing could possibly go wrong with that system...

Crazy thought: use common sense. We don't even suspect abuse of the system until multiple similar reports have been made, after having sent an explanation of what does and does not constitute a breach of the relevant rule, plus a verbal warning, to the party making the frivolous reports. That last step, by the way, requires its own quorum too.

You have to really be trying to get in trouble, before you do here. What is it with you theists and assuming you know everything about a system you aren't even privy to?
