Why would any country outside of the United States agree to this?
Attorneys for US corporations can sue for any lost profits that they believe result from a nation's regulation. It would be stupid for any other country do go along with this. It also sounds like a way to give corporations a lot of power. They can sue the government if they feel that environmental laws hurt their profits too
