Ports are cool. I saw a documentary on the Port of Singapore recently on TV. Chaos, perhaps, but lots of control, too.
LaPlace/Gramercy/Port of South Louisiana: same beast. I'm accustomed to referring to it as Gramercy because that is the designation as used by Customs and Border Protection. When we submit lade orders to CBP, we submit them to the office specific to the port region. Gramercy covers miles 127-165 on the river.
