It's a smoke screen since these people go straight for the unemployment line.
...or they retire early, thus getting fewer benefits and 'keeping SS solvent.' I don't think they're extending the retirement age in the hopes of keeping people on the employment rolls longer, as much as they want to find ways to avoid paying full benefits.
