That's not a choice. Nobody chooses their gender identity.
The word you're looking for is sex. But you can't give somebody a choice on their biological sex either. It's physically impossible, because it's determined before they're born.
What you're talking about is transgender rights. The choice to do whatever one pleases with one's body and the choice to make that body match one's gender identity to ease the discomfort of gender dysphoria. I can assure you that these surgeries are not performed on demand and that doctors and specialists make sure it is the right course of action. It's often a great advantage to the child, it can even prevent them from committing suicide later on in their life.
Before you say anything more, please read a bit on the subject. You sound like you have some misconceptions about it.
