The full effects of tax cuts(or increases for that matter) take years to come to realization. Company/individuals aren't going to choose to immediately move into or out of a state the instance tax policy is changed. Any change in tax policy is going to have some impact on how attractive the state is toward new businesses. I'd like to see how Kansas is doing 10-20 years from now if these cuts aren't reversed in the short run.
