Here's what I see.
Topic is debated -> discussion thread open for debate discussion civilly (sp?) ->people discuss topic civilly -> 30 days old the debate gets put in archives. that leaves a fully populated thread of discussions with civility rules? Or people can ignore the debate and it's subordinate discussion entirely. Or people can open a Ryleh thread on the debate to express their frustration less civilly?
No need to censor the rest of the forums more, and as long as people don't mind seeing the section on the newest, than I don't see any structural changes that need to be done.
Or maybe promote civil discussions (in virtually any section) through mere social contract that most of us at least can easily agree with once we set our mind to it? Basically, just create a thread you want to have a discussion about and make it known you've like to have a civil discussion about as per the guidelines provided by an eventual written set of civility expectations, some of which may include collectively ignoring those who refuse to adhere to these guidelines. And by civil, I mean no insults and such. Not that there can't be swearing or that we have to behave stifled as if we're at a job interview. This is just one suggestion.

Good. This is exactly what I want. The vast majority of the other forums I frequent do it this way - one set of rules for the bulk of the forum to abide by, with a designated area for people to go nuts in - and it works really well. Is R'lyeh visible to non-members, or members who haven't passed the 30/30 threshold? If so, it might be good to cloak it to people who haven't been here very long.
I'm fine with no insults. But keep in mind we have members like Minimalist who might object, so let's hear them out at least. MO.
