Perhaps I wasn't clear. By misuse of the report system, I should have added the word persistent. Reporting someone for, say, trolling when all they did was disagree with you would be "ruled" as 'no action'. You would expect a PM explaining why and possibly a mini tutorial explaining what constitutes trolling and what doesn't.
Continually doing it, especially after having the problem explained, is what pisses in staff chips. Reports are never assessed in a vacuum - we look for evidence of the transgression, posting habits, attitude to other members, attitude to discussion and criticism, etc. In a word: context.
Here, the halfling fired off four or five reports in rapid succession, all with the intent of silencing criticism. That was the final straw after the mountain of others before it.
At the age of five, Skagra decided emphatically that God did not exist. This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair. Only Skagra responded to it by thinking, 'Wait a second. That means there's a situation vacant.'
