OP is a Hadith, and just like all Hadiths we don't know if Mohammed -peace be upon him- did say it, I highly doubt that he said this, but the Hadith is recorded in " Sunan Abi Dawud".
Personally, I have many problems with it: first problem is that Muslims saw this devolution so many times, during the time of the Ummayads, during the Abassids, during the Ottomans (and we're now living the aftermath of the Ottoman decline), the black stone got robbed from the Ka'aba once , Jerusalem was taken once by the crusades, and more.
So as you can see, Muslims saw lots of disasters in the past. Actually, since the times of the prophet himself, nations from allover the world are fighting Islam (take the Eastern Romans, the Persians,...etc), the road was always bumpy and full of blood.
So this Hadith seems to me more of the words of a desperate man than the words of a prophet.
