I think the Great Carrot was trying to communicate that going back to the moon was part of the plan to go to Mars, i.e a staging area.

It's hardly optimism. I don't harbor the slightest hope that He of Beta Carotene is anything other than a danger, enemy and utter embarrassment to the human race - along with the FUCKING IDIOTS that voted for him.

It's never good to underestimate your enemy, though. I think his grasp of reality is not so fucked up that he actually thinks the moon is somehow a part of Mars. His supporters are another matter. I wouldn't be too shocked if they believed it so long as their orange king said it.
