Do you believe, for example, that because perfection is impossible, some percentage of rights abrogation is acceptible? What percentage of rights abrogation is a small enough percentage?
As for perfection, not possible. One reason is that cops come and go. A "bad cop" seldom reveals himself early on, he's looking for a "juicy moment". Until then the facades are up. (I learned this from watching our Chief of Police sit next to the Y-donor at the Klaverns.) I do believe zero tolerance for any kind of misbehavior will eventually produce a force we could respect.
