There may be a step even before these three, which is in some cases most difficult of all.
And that is to understand that you've committed a sin at all.
Way too many Americans still believe that the US is sinless, that the evils it has done have been somehow justified. Given the extreme effectiveness of US media propaganda, I don't think it's likely we'll ever get officially up to step one, and be able to confess.
Especially in the last periods of their lifetime; after they grow old, all empires in this world were led by self-righteous elites with masses of brainwashed population; blinded by the glare of the gold their empire robbed from the pockets of the poor.
Sinners will rarely ignore the mirage's glare of their empire to see the damage resulting from its sins.
I guess that's God's trap to sinners: repentance is easy on paper; but so hard to actually commit.
