Again, to clarify though, polygamy is allowed in Islam, but not necessarily encouraged. Islam just fixed an upper limit.
Before the advent of Islam, polygamy was the norm and people in Arabia used to have a huge number of wives. When Islam started, however, the number of wives allowed were restricted to a maximum of 4 wives instead of the unlimited number of wives. The norm in Islam is just one wife, but there may be cases where a man feels that he needs more than one, so Islam gives that option for man to have more than one wife in order not to resort to fornication which is haram/forbidden in Islam.
However, having more than wife has conditions which is justice to the wives. That condition was put as a way to restrict polygamy and to make it harder for man to resort to it as mentioned in the Quran, "But if you fear that you cannot be equitable [to them], then marry only one" (4:03).
