If you compare New York now with how it was in the seventies, I think it shows that all that worrying about the little things, even down to littering seems may have reduced the crime rate.
Also the dogs are not often trained to be aggressive, the dicks that have them mostly aren't even clever enough to work out how to give a sit command.
