Wow! That's unbelievable jonb and it's a real shame. To me, in my opinion, that would be a part of animal cruelty, for a person to teach a dog to be aggressive toward other animals and people.

(Leaving aside the tone,) It is not unbelievable it is common, and in the scheme of things may not seem to be any great evil, but it does make the experience of living that bit worse. If you compare New York now with how it was in the seventies, I think it shows that all that worrying about the little things, even down to littering seems may have reduced the crime rate.

Also the dogs are not often trained to be aggressive, the dicks that have them mostly aren't even clever enough to work out how to give a sit command. Tell me about your experience, we don't have licences in Britain. For me a dog licence should be about demonstrating you have control, like a car licence, rather than just being about a fee. What would you think of that concept?

What constitutes "demonstrating control" when the issue at hand has to do with unfit owners?

Its more logical to see if the animal itself behaves radically abnormal in evaluating public safety than if the owner can terrify, ask, motion or trick the animal into compliance.
