It represents infinity, because of the neverending loop of the symbol; or the undefined start and end of where you draw it.
When you draw it, you can just keep on drawing it without ever lifting the pen. Sure, a horizontal zero would do as well, but would probably be difficult to distinguish from the vertical zero.
