There is probably a psychological thing here. Like any clothes you wear, shoes (or boots) will make a statement about the image you wish to put across, as well as how they make you feel. I always enjoy it when my good lady (who works in HR) has to sack someone, because she always dresses up for the occasion. Unless she's planning on flirting with the poor sod she's just fired, she's not wearing sexier clothes in order to give THEM a turn on, but rather for the confidence boost it gives HER.
Something else I've noticed is that her "confidence clothes" have gotten substantially sexier and more sophisticated as she's gotten older. The level of sexy she wears to work now is approximately the same as she'd wear for a night out 10 years ago. As she's become more confident in herself, her wardrobe has reflected this. Perhaps that's WHY those clothes are sexy, they reflect someone who is confident in her sexuality, who is not trying too hard, but is also not afraid to express herself. A pair of long boots on a woman who wears them to make herself feel good are sexy. The same pair of boots on a woman who is trying too hard to be alluring to those around her is not. The attractiveness of footwear is, to my mind, contextual.
There is nothing less sexy than girls, and its usually older teenagers / younger 20s, who are trying too hard, wearing shoes they don't know how to walk in and clothes which leave nothing to the imagination. The "statement" made by shoes in that situation is not sexy or sophisticated, but is just needy and reflective of low self esteem. They are wearing possibly the right clothes... for the wrong reasons. And thus a pair of shoes which would be sexy on someone who knew how to wear them, just look cheap on someone who doesn't.
So yes. Thigh highs. Sexy on some people and in some contexts, not in others.
All in my View of course.
Or I could just be overthinking this, in which case shapely legs + tactile leather = rawwwl.

Nah, I think it has a lot to do with age. After a certain age, it's hard to look "cheap" unless you really try for that look. It's like girls with small boobs don't have to worry too much about looking cheap when they wear low cut shirts. It's just that you don't fit into the classic image of trying too hard, so people don't think you're trying too hard. It's all subjective. If you're used to dressing nice, it seems normal to you. But sometimes people ask you why you're dressing up, while you secretly think they're sloppy.
But yea, don't wear heels if you can't walk in them. It's an awful look.

Sorry, Jacob, I must disagree.... Thigh high boots, for me, is a no-no.... says slut all over, regardless of age, or social status.
Stilettos, in general... make the woman a bit taller giving the impression that the woman is at the same level with the males... I hear it's not very good for the blood circulation and overall health of the feet, not to mention the increased likelihood of ankle sprain... so, we have bad health, deception and pain... balanced by an enhanced calf which may make the males a bit more enthralled by the legs.... and self-confidence, due to that effect on the males...
As for the teens that don't know how to wear them... well... they gotta practice to become good at it!
My wife is pretty much the same height as me and has a bit of poor circulation on her legs, so she has no particular interest in wearing heels... and I'm ok with that!

Lol, see what I mean? It's all subjective. A lot of religious people think that miniskirts are too suggestive when everyone else is fine with it. They think you're trying too hard when in fact you're not trying at all.

Its subjective of course, but I've seen people pull it off with class. Also I'd take issue that saying slut all over is necessarily a no no. Slut being the female equivalent of stud, that to can sometimes be pulled off quite well.

The circulation thing you heard wrong. The body is pretty good at getting blood to the feet, irrespective of the position of the ankle joint. They certainly offer more opportunities to fall off them, however provided they are worn judiciously they offer no real risk of poor health. Think of them like chocolate. Is it good for you? No. Is it nice? Yes. Should you eat it ALL the time? No. Does that mean you shouldn't eat it at all? No.

I think we all have that pair of shoes that are super hot, and sit in the closet. We're just wishing we had somewhere to wear them
Men do usually prefer different things. I've never really dated anyone though that expressed a shoe preference. I do motive more compliments in heels though.
