It just depends on the girl. I think Lorde looks good with it on. However, the goth look as a whole can be pushed too far very quickly.

As has been stated, it can be either. It depends on the intent and what other garment/makeup are being worn.
I've tried it but, honetly, it doesn't suit me. Playing Cluedo with my mum while I was at Uni: "You did WHAT? With WHO? WHERE???" 
Black lipstick is one of those things that can be really sexy if it's done right, and one of those things I wish I could pull off but too wussy to try it.
