No, he's probably a psycho, but people know him mainly fom Tim&Eric and Check It Out. He added my sister on twitter out of the blue, and apparently if you give him your number, he'll call you up and talk about aliens. So yeah, he's crazy.
I can't remember where this verse is from, I think it got removed from canon:

To answer your question in the OP, yes, Bibleman is really something made by and for Fundamentalist Christians. Apparently, the plan is to marry the campy nature of the 1960s Batman series, and the biblical message of Veggietales. Naturally, this leaves much to be desired.

Jef Scott, who plays these stereotypes has defended them on these grounds:
