It's obvious that someone is supplying the enemy with weapons and ammo.  Could it be the CIA and US military?  If not why haven't they been found and killed?

The Iraqi military does the supplying.  The guns have stickers that say "never fired - only dropped once."

A few months ago, ISIS was sending armored Iraqi divisions running with the clever and intimidating use of pickup trucks.  The plan was brilliant, ofc, as this meant they could pile up the abandoned equipment in the bed of any remaining un-exploded isuzus after it was all over. Helped them run the supplies though checkpoints too, since the guards appear to have fled whenever they caught a fart in the air.

Are we supposed to chalk up to global conspiracy, what can be explained by battlefield cowardice?

Don't forget the initial stupidity of disbanding the Iraqi armed forces. Their leaders are now leading ISIS. Not because they love them that much, but because they hate the same people they hate for taking away their livelihood.
