I think the 'demon' is an arm sprouting from Tibs head. An anatomical oddity of sorts, but perhaps a gift from Satan so Tibs can more efficiently carry out his evil plans.

It occurs to me a head arm might make it easier to devour babies too.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

I do not like the arm so much, so I did not mention that part before.  It looks a bit like Tiberius' head is blocking the view of the being whose arm it is.  If viewed as a part of Tiberius, an arm coming out near his ear seems very strange indeed.  And it is strange that it is a different color from his head.  So it really looks to me to be the arm of someone behind his head.

The party hat and drinking the wine are the important bits that make it festive.
