The VA just got rid of their nuclear reactor, one might think the perpetual critics would bask for at least a moment in that victory.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

Not exactly sure. From everything I can find it appears to be coming out of the VA budget.

Depends on where you want to draw the line between aesthetics and patient care. Based on their past performance I'd rather have them err on the side of patient care. I don't think the veterans not timely care would give a shit how the campus looked.
