I think it was about 12 years ago the Paseo Bridge in Kansas City did something similar. They 'fixed' it somehow, but did speed up the replacement span, which is open now.

Jesus fucking christ, there is WAY MORE concrete holding that thing down.  I'm not getting a warm fuzzy feeling this is the right way to fix this problem.  Something might go 'twoooing' on that bridge somewhere, and whatever vehicle(s) happen to be on it at the time are either going to wind up in the water, or up near the International Space Station.
