Well I'll bite but I'm always agreeable to being corrected here, but I'm assuming that Russia and the US aren't shooting at each other because if they would be, I highly doubt they would be using Syria as their battleground. So, I fail to see the point in how their plan is going to actually do anything.

I'm guessing that the flaw is that a 'cease fire' means that all parties involved should cease firing. Clearly, that's not the plan.

I'd be surprised if the cease fire prohibits the Russians from shooting at the factions they say they are not shooting at but really are.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
