In any case, many countries have successfully annexed territories without its population having any say in the matter at the moment, but have offered the sort of value proposition over time, not all without coercion, that successfully assimilated the population over time.

Correct, it isn't that simple.  But the 'legal' foundation for British (Norman at the time) possession of Ireland was the Laudabiliter, in which Adrian IV gave Ireland to Henry II.  Even if the Bull was genuine (and it probably wasn't, just a claim by the land-hungry Angevins), it wasn't legal, as Ireland wasn't Adrian's to give away.  Successive English kings continued to claim Ireland under Papal authority (again, not legal) until Henry VIII bullied Ireland into the COI Act.

In other words, English possession of Irish territory is essentially the result of a forgery, a theft, and a mugging.

Read more on the history of Ireland under English rule, then get back to me on 'value proposition over time'. This isn't at all like the case of (for example) the Roman conquest of Britain - Britons were happy under Roman rule. The case of English rule over the Irish has always been more akin to badly used draft animals under the 'care' of a semi-psychotic drayman.

Well, kinda-sorta, they are (as much as the word 'race' has any real meaning). Celts are genetically distinct from other settlers of the British Isles.
