The level of chlorination back then was just short of what the Clorox company was selling as laundry bleach. It was AWFUL. When I lived in Illinois I was happy if the water wasn't as dark as tea. Frequently (IANMTU) it was as dark as coffee. I took a jug of the coffee colored shit to the water department to complain and was informed it was just manganese and they met the government standard for that. I got all sarcastic (imagine that) with them and asked what percentage of the substance that was coming out of my tap was required to be actual water. Didn't get an answer to that . . . The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
