Saving drafts and alerts

It seems to me that when you save a draft before publishing your post that the person you quoted in the draft is notified each time you save. This conclusion involves some guesswork on my part. I think so because I sometimes receive several notifications that don't refer to anything before someone posts something that is long or well thought out.

Am I correct? If so, is there any way to correct this? After all, there is no need for someone to be inundated with notifications about something that has yet to be posted.
