The biggest detail, you neglected to mention, is that the quantity in marrow is very small. Plus, those stem cells are not "potent". They have a limited range as to what they can become.

Bones are 'just bones', they don't come inside a sheath. If you mean the marrow inside the bone will regenerate, then yes, that is correct.
If you're saying that a bone will grow back if it's removed, science totally disagrees. A removed bone is gone, permanently. And a removed rib will not "regrow" into a human, it will just die. At even a rediculous best case scenerio, the rib will just grow more rib.
Rib bones do grow back if removed. It takes 2-3 months and will reattach to the spine and be as good as new once healed. If a persons face is destroyed in an accident, the surgeon will remove a rib to reconstruct the face. If they need more bone, in a few months they will remove the same rib which grows back. They will remove it as many times as is necessary.

I have no clue what all of this is about, but the Mathilda-worshipping language gave me a bad vibe. Just a head's up that if she is uncomfortable with that or tells you to ease up, I'm on her side. The love language seems fairly unsolicited.

Bone will regrow if parts of the living bone is still there and there is a matrix or scaffold which tells the bone where to grow.

This is how broken ends of bones can stitch them selves together.

Missing bone will not regrow if the bone tissue has died, or the bone is removed all together.  

The notion that a removed rib will grow back is bullshit.

If the rib is completely removed.  There will be nothing in the body that would be signaled to grow new bone there.    If the rib is partially removed, and if the remaining portion of the rib is still supplied with blood and alive, the live bone may attempt to regrow, but unless a new matrix or scaffold is placed where the missing bone had been, the remaining bone tissue would have no way to develop into a new rib.  It would simply grow a lump to close off the severed end of the remaining bone, sort of like bone scar tissue rather than new bone.

Implanting matrix or scaffolding to enable missing parts of bone or organ to grow back is on the cutting edge of reconstructive medicine.

Dude! Ribs *are* bones. There's nothing special about them.
If a removed rib grew back as a full rib, then arms and legs would do the same. Amputees wouldn't exist.
