Yes, and a particularly rabid one.  The only sad thing about Bandera's death is that the Russians didn't get at him sooner.

Probably not. 

Not when Kiev managed to parley amongst the best parts of the former Soviet union’s formidable technological and industrial base into a present day GDP per Capita less than those of such industrial powerhouses as Mongolia and Bolivia, and about the same as those of Angola, Venezuela and the Buddhist hermit kingdom of Bhutan.

Divisive xenophobia is almost never a path to growth and prosperity.  Whether future growth and prosperity is in the cards for a given people can be fairly reliably told by how readily they embrace xenophobia in reaction to the lack of growth and prosperity in the recent past.
