I think that it's great if Winter has decided that chopping people up isn't justified. The hard work ahead, for him at least, will be to convince his peers.

Perhaps it's simple miscommunication.
He thinks that civilization requires harsh punishments, in a thread he made about chopping people up, but doesn't think that chopping people up is in the list of approved harsh punishments.

If chopping hands off is the punishment for simple theft i am left to wonder what the punishment for dealing drugs, human trafficking, rape, abuse, robbery, assault, manslaughter and murder is....if one is willing to be consistent.
