Suitable under plasticulture. Better than watching it float around in the ocean.
Also very....very suitable for intensive closed loops. I've been eyeballing high desert in wyoming for a hydroponic startup.
I am the Infantry. I am my country’s strength in war, her deterrent in peace. I am the heart of the fight… wherever, whenever. I carry America’s faith and honor against her enemies. I am the Queen of Battle. I am what my country expects me to be, the best trained Soldier in the world. In the race for victory, I am swift, determined, and courageous, armed with a fierce will to win. Never will I fail my country’s trust. Always I fight on…through the foe, to the objective, to triumph overall. If necessary, I will fight to my death. By my steadfast courage, I have won more than 200 years of freedom. I yield not to weakness, to hunger, to cowardice, to fatigue, to superior odds, For I am mentally tough, physically strong, and morally straight. You could put cities IN the mountains. Let the sunlight fall on the crops.

Save a hell of alot on heating and cooling, too. There are huge portions of this country (and this world) where massive earth and solar passive design should be the only structures standing. Then we'd save on all of the stuff we currently make houses from. We've only known about that stuff for something like 50k years though, might be beyond our grasp.
It's difficult for me to see this whole pop control thing as anything other than people complaining that making the world better, making the world they claim to want..is just too hard. Even when it isn't. So let's tell Muerta and Mbuntu that they can't have kids instead. It doesn't matter that this won't do anything even if we could accomplish it, it's just The Thing To Do.

Sheeple get stampeded easily.
And for you folk who love to live along the shore, try living on the other side of the shoreline.

I looked up the wiki on plasticulture and it doesn't say anything about the plastics in the ocean or much about recycling other than the original plastics having a potential to be recycled into resins to create more plastic, but I doubt that is done because there isn't much use for recycled plastic due to the costs to purify it enough for use in a new product. It seems to me that the primary use for any recycled plastic is for use in third world countries, with very little regulation, as building materials.
The wiki mentions polyethylene in multiple forms but, I'm sure you are aware, there are so many other plastics that wouldn't be suitable for use within plasticulture.

Use is determined by economics. It's beyond any one solutions ability to solve the problem of plastic. We've been creating the mess for awhile.
The same is true of all of our problems.
I focus entirely on one set of solutions - anything that we can grow or use to grow the things we need to survive (or just add to our QOL), or if..by growing something, we can help to remedy some other issue. If you started looking into all of the ways that we can use what plastic waste we've already created today, you'd probably die before you were halfway through them. Presumably, some combination of many will be employed...at some point, by pure necessity.
It's either that, or throw in the towel.
