I think most people, at least initially, used both Black Lives Matter and All Lives Matter as propositions. These phrases eventually developed opposing connotations and even organizations behind them.

There is no doubt in my mind that there are still individuals who sincerely use these phrases as propositions. We shouldn't initially assume that a person saying black lives matter is endorsing the values of some organization; and we shouldn't initially assume that a person saying all lives matter is endorsing some racist agenda. I think the benefit of the doubt should always be given until there is evidence to the contrary.

But we can judge by the context in which it is said. If a white person insists all lives matter, then at best we can make the judgement that this person most likely doesn't get it and is speaking out of privilege with not much awareness and understanding.

Both "Black lives matter." and "All lives matter." are true propositions.

The Black Lives Matter movement is necessary and the All Lives Matter movement isn't.

Or more fundamentally, if you're saying "Black Lives Matter, but All Lives Matter", it's a lot more... morally dodgy than saying "All lives matter, therefore, Black lives matter." They don't need to be mutually exclusive. It's a shame that people like to treat it like they are, especially if they're using it to deflect from the question of black lives.
