How can Democracy NOT lead to Oligarchy?

How can Democracy NOT lead to Oligarchy?
It all makes sense to me. But I'm not American. I live in the banana republic of Australia. (a backward island off New Zealand)
It also shows systemic racism as a byproduct of demographic selection bias.

How can any political system not lead to oligarchy?

The thing about the US is that it never started off as a democracy. It's ideology hewed very closely in most respects to those of its parent at the time, essentially that political power should be held only by and put only to the service of large land owners. Neither country over the course of the subsequent two hundred years has become democratic in actuality (though the UK isn't too far off, kill off the useless appendage of the House of lords and bring in a truly representative form of election and they'd be there).

And as recent events have shown (from 2000 onwards) what few moves made in the US to slowly bring the country to democratic norms are fragile and easily defeated.

"Many forms of Government have been tried and will be tried in this world of sin and woe. No one pretends that democracy is perfect or all-wise. Indeed, it has been said that democracy is the worst form of government except all those other forms that have been tried from time to time" - Winston Churchill

Sometimes even shitty-minded people, such as Churchill, say sensible things. It's no more surprising than the fact that sometimes reasonable people say insensible things.
