Some of the more progressive companies are already doing this and it may/should become the standard. It would be great if we didn't need legislation to force companies to do it. As a father of 2, I can attest to the difficulty of the first few months with a new child, especially the first. Putting all of the childcare duties on my wife seemed like the norm, but looking back I'm ashamed that I didn't take more of a role.
Giving people a chance to get through those first few weeks or months with a newborn would not change the birth rate, but it would help people to adjust and reduce their stress in a crucial time. When I think back on the work that I might have not done during those periods, it seems seriously inconsequential. The children and our mental health are far more important.
