You basing that on experience or a Pentagon leak of some sort?

I would note that no recovered torpedo I've ever seen acted that way.

Yes, pentagon’s information security was abysmal.   Many high ranking officials leaked the secret that the U.S. doesn’t drop torpedos from 60,000 feet,  no doubt in the hopes of securing some lucrative contract from me after their retirement from the defense establishment,

The balloon-shroud would also slow the descent and perhaps ender the payload more survivable. At any rate, with a solar array 100' across, pieces detectable by sonar or diver in 47' of water will have survived, I bet.
