I once suggested adding that to the hate speech rule and was promptly shot down.

I generally take to the opinion that retard is a hateful term toward the mentally disabled but words like fucktard or relitard only generally refer to stupidity not mental illness or disability.After all you can be mentally disabled and highly intelligent.

We all know that the variant of that word are using that word for a reason. And it's a hateful, horrible reason.

If you think it's okay...that's you.  To me it's a disgusting bastardization of a word that's already awful.

Well yes as an insult but the question is what they are insulting. With the former it's someones mental illness and that awful but the later can be a reference to something else (intelligence,behaviour). It's certainly meant to insult but i think there is a distinction. But that's just my opinion.

If you think it's okay...that's you.  To me it's a disgusting bastardization of a word that's already awful.

Change the prefix to black, gay, trans and it then becomes hate speech/a slur.

You are doing the same thing, just to an unprotected group of people. You actions/Hatred remains, it just the group of people you have targeted with your hate do not elicit political protection from those who hate them.

Nope, one is attacking them for a personnel attribute. The insult fucktard does none of that.

Nope one is insulting someone for a behavior or attitude the other is attacking someone for a personal attribute 


Example 

Bob is a fucktard for saying 1+1= 5. That's a fuckarded belief
