I do not know how God accomplished this with those He chose to write scriptures. There are no inconsistencies in the Bible, just because you can't understand what it teaches doesn't mean that there are inconsistencies. All the books God wanted to make up the Bible are there because He saw to it as He worked through man to bring those books together to give us what we need to find Christ.

The truth is you don't know that God accomplished this at all. There are no inconsistencies in any other book either, not as long as ones brain works as hard as yours does to stitch it all together and smooth it all out.
The books that are there were decided by councils of men over the centuries. So long as you define "His intentions" as whatever and everything that has or ever will happen then, sure, God's will gets done every time. Oh the perfection, to open ones eyes and see God's will reflected in every face, every pebble and every steaming pile of dog turd wherever one cares to look.
