First of all how do you 'steal' a word. Words aren't property so they can't be stolen. They can be used however they like and if they become popular then they become established. Words change meaning. "girl" used to mean "Man" then it became a young man, then any youth and finally just a female youth.
Secondly why do you need a 'right' to take a word and use it in another sense?
Thirdly most countries don't use the term libertarian at all
Fourthly the origin of the term 'Libertarian' refers to people who beleived in Freethought rather than determinism in a political sense it was used in britian in the late 18th century to describe 'defenders of liberty' ie enlightenment liberals only 60 years later did the French Proudhon use it to describe anarchism. SO I suppose you think he had 'no right' to steal the word?
The term in the US came into fashion because the term 'liberal' has been so corrupted in the USA that it mow refers to an authoritarian anti free speech, wealth confiscating movement which is utterly at conflict with the way American 'Liberals' currently act. American 'liberals' are really social democrats.
