I think it's simply down to the fact you can't rep multiple times.

Once the regular posters have given you rep you're relying on the more infrequent posters from there on to give you rep points.

It obviously slows down due to that.

This may sound silly but how do I rep someone? I've looked all over but I can't even find a button to rep someone. The hand sign is to give kudos which aren't the same thing as a rep.

Click their username (mine for instance =P), it's on their (my) profile page, where it says 'rate'.

Or just click on the green (or grey) number under the post count and date when the user joined.

I've added a "Rate" button under everyone's post which means you should be able to rate people from within threads.

I'm sorry but could someone differentiate between neutral reputation and none? seems rather pointless. Besides, imagine the christian and muslim invaders who would simply spam us. I think this could work so long as it required a certain number of reputation points before being able to negative someone.

Negative and neutral points are redundant. If you want to say something nice to the member, do so and show your appreciation with a positive rep, but if you don't like him or her, why inflame the situation by giving negative rep?
