I think part of the problem is that police just expect you to do whatever they tell you to do, even if they have no legal right to do it. Is it legal to attack a guy for selling taxless cigs, and not immediately getting in the car when asked? Should it be? Or attacking people for not handing over information on demand? There are boundaries that should be in place. The police don't seem to be aware of it.
The only reason a cop would shoot someone would be in self-defense, not because the criminal is running, or standing still, or not putting his/her hands up, or insulting the cop. Physical immobilization should only be allowed if it's the only available mean to capture the criminal and if it doesn't severely damage his/her human dignity (i.e. Physical aggressions against a thief that result in death or severe permanent injury, mental or physical)
