In the prevailing model of religious development the gender of a god is basically happenstance. An effect of having picked up then transferred attributes in the march from animism, to ancestor worship, to theism. Certainty here is lost to prehistory - but the earliest instances of gendered art are almost always categorized as ritual in purpose. IDK...sometimes a sex toy is just a sex toy.
