A billion or so of people also believe in these two beings.
Who else would have taught them yoga, a vegetarian diet, the marriage system, a code of morality, reincarnation and infinite hope that one day they all will merge in the ocean of cosmic consciousness?

Buddha is the most famous being that reach that stage but many other have also reach that stage.
This planet is still absorbed in pure materialism so is not easy for the average person to engage in spirituality but sooner or later things will change.
I believe there are countless of other planets in this universe in which materialism doesn't play much of a role in people life so spirituality is so much easier.

Merging can only happen when there is no more differences between you and God and as soon as that happen the two parallelism become one.
You can still live in a human body and be God and God can incarnate as a human being.
Shiva and Krishna according to the legend were in fact the incarnation of God which came to teach human beings.
