It takes literally 3 seconds and they don't even foot the water bill. So, what prevents them from flushing public toilets and urinals?

I always do the full 20 seconds to get rid of the most germs.

All the toilets on a warship are "public", and I was constantly telling people to flush the urinals. They looked surprised that this was something they needed to do. I know for some the mantra is "If it's yellow, let it mellow, if it's brown, send it down", but that's for toilets with a cache of water. Urinals dry out and stink.

I think there used to be an ordinance in my town that if you were caught not flushing a public one you could be fined. Can't find it on the net. Think it was back in the 80's or 90's. Most are auto flush now.

I do the foot flush.
