It was even possible for the most venerated patriarchs of the Church, like St. Augustine and St. Thomas Aquinas, to conclude that heretics should be tortured (Augustine) or killed outright (Aquinas). When I was hunting deserters I'd spend an average of 5 days a month in hotels, at taxpayer expense. When I found a Gideon's I'd edit it.
