In what context. In a legal sense, absolutely you have the right to complain, there is no governemnt law forcing anyone to vote, nor should there be. But in a logical sense, it does amount to "do nothing get nothing".

Absolutely wrong. I'm with George Carlin on this one: I'm not the one who put the corrupt politicians in power, so I most certainly can complain. It's the people who vote for these crappy politicians and then complain who are in the wrong.
