Yes vehicles ARE designed to kill...although they are not intended for that purpose alone. One thing I emphasise with my kids is that if you are behind the wheel of a vehicle you have that potential. Find a single vehicle on the market today that has in its specifications the specific design goal of killing people. You can't because it doesn't exist. After the Port Arthur massacre in 1996 the Australian government of the time enacted sweeping gun laws that severely restricted gun ownership and launched a massive gun buy back scheme that removed thousands of guns.

What I mostly got from that article/listing is that there is a lot of gang violence and that Chicago is a terrible place to live.
