Psy just doesn't identify as a guy or a girl. Psy might have a dick and testosterone, or a pussy and estrogen, but doesn't like the labels so says s/he is just Psy. This is a common misconception based on chemical differences between the sexes. In fact, studies have shown that gender roles (and our consequent perceptions of male/female abilities/trends) are learned behaviours, a product of how we're raised. If you give girls a 'traditionally male' upbringing and social influences, they tend towards 'male' gender roles and abilities (& vice versa for boys).

Your right; Sex does have everything to do with biological. Gender has everything to do with psychological. Or, as I like to think of it, sex is what's between your legs and gender is what's between your ears.

Past that, what's to understand?

I'll admit, I get a little uncomfortable with gender neutral pronouns, but I think that's mostly because I'm trying so hard to get past a trans centered world and most of the mainstream world just looks at you funny if you use "zhe" or "zer" in conversation.
