Oh. Sounds like it's changed for the worse. That described Kunsan very well but I remember Seoul as being better than that.
Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.

Most of old Seoul has small, twisty roads, bad plumbing, etc.  The new areas are a sight to behold.  I live in a new development that features a 70+-story apartment complex, parks absolutely everywhere, 8-lane arteries gridded with nice, straight side roads, awesome public transportation, and toilets you can actually flush.  There are lots of little cafes, nightclubs, movie theaters, etc. but it's all nice and organized.
