Erm...that's not what your stats show at all. If 20% of white people are 'rich' and 20% of black people are 'rich', then on average (assuming we are only separating into groups of 'rich' and 'poor') they are the same.

I think the point that is being made here is that your 20% white/black example isn't the case in the real world. White people have a higher percentage of people classified as 'rich' than black people do. It has nothing to do with absolute numbers; it has everything to do with percentages, which are lower on the black side.

I think in China White people are richer normalized by population. Many white people over there are managing the buildings in which all the manufacturing is done.

Well actually I wasn't far off, I was assuming the original poster was refering to actual numbers and not percentages within a group.
